[GRASS-windows] libintl3.dll missing error on GRASS 6.4.2 OSGEO4W

I saw reference to this in the past, but I didn't see a clear fix or work
around.

It appears to me that ../msys/bin/libintl3.dll is removed during the OSGEO4W
installation process, but GRASS won't start without it.

Suggestions?
