In my opinion it doesn't fall under any copyright infringement; it's
zip codes, and by definition, it's not original nor its an artistic
expession. As far as the source goes.

Now as far, the file  itself its in a structural  format which clearly
was compiled by an automated method.As for the method goes, one could
argue that is an original work and fall under copyrighted work.

But since that anonymous "donor" doesn't provide any additional
information, you could always call the ΕΛΤΑ Α.Ε. and ask? - Are zip
codes copyrighted/ trademark of your public company?
