CN SVN Notifications

Folks,

I am interested in triggering various sorts of actions when a change
is committed in the CN SVN repositories.  As a proof of concept, I have
now written a python script that can process CN email notifications of
an SVN commit, and turn it into a message for the CIA system which we use
to mention updates in the #gdal channel.   I imagine it would be fairly
trivial to also use these commit emails to drive BuildBot and other
services.
