[Incubator] proposal to graduate MapBender

Folks,

OK, we now have a clear and unopposed majority for the graduation of
Mapbender, so I declare the motion to to graduate Mapbender passed!

I will take this motion to the board for final approval this Friday, but
this should be a formality.
