[Incubator] CN and project scripts

Normally customers do this sort of thing on client and upload builds
to the repository of files&docs.
CollabNet has never offered server side scripting for customers.
Indeed it is an often requested feature. I have requested it myself.
It is not a simple thing to implement at the scale of many of our
sites and thus engineering is reluctant to take on the task at this
time. Partially this is because of the nature of the sites beinging a
large collection of rather unpredictable non-homogenous applications
plus operating systems. Add the often unpredictable CPU requirements
to guess that such services are difficult to package as a service.
Services to do server side builds are in the works, but I am fairly
sure these will be far enough in the future that I would not depend
on them at this time. It will likely be a per-project service.
The closest thing we have for this is support for CruiseControl, with
is rather simple. It is Java, but can be used to build other
languages. We also have a few projects using Maven with some success.
The jxta.org site is using maven for its platform build.
I do not see a problem for the foundation to get servers for this
purpose. Sun does this a little on some of their projects where they
have servers for downloads and demo applications. The key is just
adding a server as a resource to the foundation. This may be a great
way to utilize existing resources from foundation members.
