GeoTools providence review updated

Links have been fixed to track a recent svn change:

The page also has noted which modules have received confirmation from 
the respective module maintainer (marked done), and which modules have 
been created since august (marked new).

The rough plan is:
1) GeoTools 2.3 make sure everything does have a review - done
2) GeoTools 2.4 policy changes that require review for released code

We will be sure to have all issues resolved before assigning (c) to 
OSGeo, the process is currently waiting for feedback (and all interested 
parties are aware of the delay).
