[Incubator] Infrastructure Migration

I've skimmed through the doc and it looks good from a Mapbuilder point 
of view. (I reviewed the first version quite thoroughly).

Mapbuilder doesn't have any immediate need from OSGeo for infrustructure.

We will be interested later when we can set up a demo server.
