[Incubator] Motion: Recommend gvSIG for Incubation

Looks like a very interesting project, but one thing that made me 
hesitant was that in the last IncCom IRC meeting something was said 
about the project developers not planning to or not being able to 
contribute to other OSGeo projects that are not GPL. So basically they 
would be users of other projects but not contribute back. This bugged me 
a bit, and I never really understood the reasons behind that, were they 
contractual reasons or other ??? But anyway, I think later on in the 
meeting we felt some openness to change that, so hopefully there will be 
some real 2-way collaboration between gvSIG and other Java/OSGeo 
projects since collaboration between projects is one of the key reasons 
to have OSGeo in my opinion.

That being said, I vote +1 for gvSIG to enter incubation, and will hope 
to see some signs of collaboration with other projects by the time we 
vote on its graduation.
