Folks,

I declare this motion passed with support from ChrisH, CameronS, JodyG,
FrankW, SteveL, ArnulfC, MarkusN, PaulS, DanielM, and RichardG.  The
board will need to provide final approval, but this is pretty much a
formality.  So I think we can consider gvSIG to be "in incubation"
starting now.  I'll update the web site, and prepare an announcement
after board approval.
