Comments:
- Development list trundles along in an orderly manner, seems friendly 
and focused and a nice example of open development
- GeoNetwork has a yearly planning cycle and it appears as if OSGeo 
involvement was not part of their plan for the year. So there is no 
specific individual with a mandate for going through the incubation process.
- there have been very few questions about the incubation process (the 
complete opposite of Frank's experience with GeoTools).
