[Incubator] Incubation Progress Reports

Hi Folks.  As requested, this is an update on GDAL's incubation status.

All of the required items to graduate have been met except for some  
code provenance issues, on which there has been no progress.   
Recently, Frank was able to use money donated to GDAL through the  
OSGeo sponsorship program to hire Mateusz for GDAL maintenance.  It  
is Frank's intention to have 1.4.1 released then get Mateusz to look  
into clearing up some of the outstanding issues.

Once some of the more critical items in the list are cleared away,  
GDAL should be ready for graduation.
