[Incubator] Wake up call

Steve,
I think OSSIM has stalled out as well, simply a matter of focusing
resources in our case. We've made the move to svn and are eagerly
waiting to do the same with Trac. I'm hoping the comment about
pulling resources was in jest - that would certainly be
discouraging. I agree it is time to wake up and see if we can get
the incubation ball moving again. The larger established projects
such as MapServer and GRASS have much more work to accomplish as they
have more contributors and existing process to go through.
