[Incubator] Incubator_applications Change

Folks,

I have removed the open Incubator_Applications mailing list and made an
editorial change to http://www.osgeo.org/incubator/process/process.html
so that applications should be sent through trac or via info at osgeo.org
instead of to incubator_applications.

If anyone has any concerns about this change to a previously approved
document please let me know and we can have further discussion and try
to get the change approved. But if everyone accepts that this is just a
minor editorial change, we can just leave it in place as is.

The incubator_application list was rife with spam which was resulting in
complaints from folks (I don't really know why).  But worse than that,
mailman had for some reason decided that my email address was bouncing
for this list, and kept unsubscribing me.  Since I couldn't really accept
the risk of applications being completely missed, and I couldn't figure
out the mailman problem, I thought it best to shut it down and find a
different way.

Directly submission via Trac is by far preferred for me since otherwise
I have to manually rewrite the application in Trac syntax which can be
quite tedious.   But I'll settle for a submission to info at osgeo.org
which goes to Tyler and I.
