[Incubator] Communication ~= progress

Cameron and Arnulf stopped by the weekly GeoTools IRC meeting and helped 
get communication going again. I am a bit scared that we wasted 
literally months of time over miscommunication with the board .... but 
we may now have a way forward.

This all hinges on the assumption that the OSGeo foundation is 
comfortable having commit history acts as an agreement, I am going to 
crash the next board meeting and confirm this.
