If I may venture an opinion, "valuable" is a highly subjective
assessment. I recommend that the selection be based on more concrete
variables for each project, such as (but not limited to) the size of
the existing user base, the degree to which current member projects
already make use of the candidate's code base, and the likelihood of
speedy incubation.
