[Incubator] Motion: Recommend GEOS for Incubation

Incubation Committee Members,

I motion that the GEOS project be recommended to the OSGeo board for
entrance into incubation with Paul Ramsey as project representative
and Frank Warmerdam as mentor.

I would like to close voting on this motion Thursday November 1st so the
recommendation can be carried to the board meeting Friday.  I am making the
motion on behalf of GEOS after a fairly broad agreement in the meeting
today that it should be the next project to go through incubation out of
the four candidate projects.  The GEOS application can be found at:
