[Incubator] gvSIG Incubation Status Report update

Hello

First at all, yesterday on the IncCom meeting Frank required a representative for every project in incubation. So, (with the approved permission of the gvSIG officer) I present myself as gvSIG rep during incubation process.

Anyway, I've updated the Incubation Status Report[1] to add current info about gvSIG (mailing lists, downloads area, etc).

Any comment is appreciated.

Next step for us (after 3rd gvSIG Conf storm) is to define a PSC (or whatever name it will have), write down the governance rules of the gvSIG project and start code review.
