[Incubator] be careful when "defining a PSC" - perhaps you already have one?

Just a general note; while a PSC is nice and all it is good for us to 
respect the process a project already has - I found that by asking about 
the GeoNetwork PSC the existing "GeoNetwork Advisor Board" did not reply.

What we really want to check when incubating projects is that their *is* 
a process and that it is open enough for other organizations or 
individuals to join. It really helps if the "how to join" part is 
documented (merit? involvement? money?), and a history of past decisions 
(showing that the process can accomplish something).

So my question for gvSIG is - how are decisions and directions made 
right now? Perhaps you have things under control already....
