[Incubator] Handling of Known Issues

There is a delicate balance between addressing all Graduation issues, 
and solving by writing an issue to say you will address it later.

Updating headers is an achievable task which doesn't depend upon 
external parties, so I'd suggest that it should be done before graduation.
