[Incubator] Motion: GDAL to Graduate Incubation

Folks,

Pursuant to Paul Spencer's recommendation as mentor:

Motion:
   I move that the Incubation Committee recommand GDAL to the OSGeo board
   for graduation from incubation with Frank Warmerdam as project liason
   to the board.

I'll leave this open for one week (till Friday January 25th).

Please feel free to comment by email on it's readiness and when you are
comfortable with a position voting -1, -0, 0, +0, or +1.  Do some research!
