[Incubator] Motion: MetaCRS to enter Incubation

Motion: The MetaCRS project shall enter OSGeo incubation with Frank Warmerdam
as project representative, and Daniel Morissette as project mentor.

As discussed in the meeting.  I'm putting this motion on a shorter than usual
timeline - closing Friday morning, so the result can be confirmed at the
board meeting Friday.
