on page http://wiki.osgeo.org/wiki/Introduction_to_FOSS_GIS I find these 
categories:

    * Categories of FOSS GIS: libraries, tools, web/desktop/scientific apps

IMHO this is tool/app centric view. It might be useful to add a category 
"services" or "databases". The latter is more focused of course, 
excluding all services not using a DBMS, hence "services" maybe more 
appropriate.
