[Incubator] OSSIM Incubation - header file modifications

Cameron and Jody,

Yes, thanks for the inputs.  I've made another pass through the  
related wiki pages.  Expanded on Cameron's suggestions here:

We'll plan on proceeding with the header modifications later this week  
after coordination with the OSSIM mailing list.
