[Incubator] Motion: deegree incubation graduation

Due to a possible conflict of interest (being part of the deegree
developer team and part of the incubation committee) I prefer to abstain
from vote.

Having said that, I just want to make my position clear:
I love deegree to graduate from incubation into a fully accepted OSGeo
project. The deegree project is mature and we are ready for OSGeo to
take us on. I hope for the Board of Directors to accept us, too.
