Two parts to this question:
1. What is a reasonable check of quality?
2. How do we resource the checks?

Addressing 2: Resourcing:
I think that the OSGeo-Live project can help out with the resourcing 
part (although we may want to run it under the incubation banner). 
Namely, osgeo-live has a fixed release cycle. In this release cycle, we 
have quite strict criteria about the quality of installed applications, 
and also the associated documentation. I think that this can be used as 
a baseline for a periodic quality check.
As a next step, we can add extra criteria to the OSGeo-Live checking 
process, which will allow projects to include a "OSGeo Incubated 
Project" logo into the marketing docs.

Addressing 1:
Some simple quality checks we can put in place are:
* Is the project continuing to be maintained?
* Has it put out multiple stable releases in the last 12 months?
* Is there an active user/developer community?
