[Incubator] Motion: Daniel Morissette as Incubation Chair

Folks,

As has been self-evident for some time I haven't been giving the role of
incubation chair enough attention.  Daniel Morissette has graciously offered
to take on the role if the committee is supportive.  To that end I make the
following motion.

Motion: The Incubation Committee names Daniel Morissette as it's new
chairperson
