[Incubator] Applications - Zoo

Folks,

Gerald Fenoy has submitted an application for incubation for the Zoo project.
I can be found at:

   http://trac.osgeo.org/osgeo/ticket/828

I have taken the liberty of reassigning it to Jody who was approved as
Incubation chair by the board today.  I also changed the default assignee
for the Incubator component in the OSGeo Trac to Jody so he'll immediately
see new application tickets.
