Bruce,
While the incubation checklists asks whether OSGeo infrastructure is 
being used (such as email lists), many (most?) incubated projects have 
retained their original hosting tools.

I suggest that before blindly migrating to OSGeo tools rasdaman consider 
what is to be gained by doing so.
If the tools currently being used are doing an effective job, then there 
is probably no need to switch across.

My suggestion is that the key things that do need to be focused on is:
* Providence review
* Stable communities
* Quality applications
* Established and documented development and release processes
