I'm in favour of OSGeo support of code sprints, but on a cost neutral 
basis (in a similar manner to foss4g conferences).
So I suggest osgeo can provide:
1. Branding
2. Marketing
3. Seed funding (to be recovered later)
4. Carrying of limited financial risk

(I think these principles can also be applied to other events too, such 
as regional foss4g events)
