[Incubator] Motion: GEOS to Graduate Incubation

Jody, I disagree.
Version 1 of our incubation docs has a graduation criteria of:
"Marketing material has been created about the project for the OSGeo
Marketting Committee. (can we assume pdf handout, presentation slides
and a feature matrix?) "
In version 2, we have been more specific, by defining what marketing
material should be created. I'm open to a project arguing why the
project shouldn't have marketing material, but unless there is a good
reason, I would expect the marketing material to be created before
completing incubation.
(Note that all current OSGeo incubated projects do have a Project
Overview written)
