[Incubator] Meeting 17 followup

A number of motions were raised in Meeting 17 - but we did not generally have enough bodies for Quorum (something about a timezone change confusing people).

Two options:
a) hold another meeting promptly (say tonight at the usual time)
b) invite committee members to review the meeting logs and vote via email
