[Incubator] Motion: Marble Virtual Globe

One of the actions from last week's IRC meeting is "Arnulf to Mentor Marble, we will need to make a motion on the email list."

For reference here is the application: Icubator Application: Marble Virtual Globe (http://trac.osgeo.org/osgeo/ticket/694)

With that in mind:

I would like to motion that we accept Marble Virtual Globe into incubation with Arnulf Christl as mentor.
