[Incubator] GeoMoose recomendation

I gathered up the email discussion and ran through the incubation checklist here:

A couple notes:

- Could not find an explicit documentation license
- Code contribution agreement is not requested, this could be a weakness in our checklist assuming code contribution is used by a project
- Code, documentation and data review work was completed but not brought together into one spot, Bob offered a summary email but I could not find it.
- Authors list does not reference Organisation or Employe
