[Incubator] Incubation Phases

Not to worry Bob, the checklist was introduced in the middle of your incubation run - you are the first project to use it.  

As cameron indicated, going forward it will be easier to have this written down (with links).

We have two working examples now:
- GeoServer Incubation Checklist (http://geoserver.org/display/GEOS/GeoServer+Incubation+Checklist)
- GeoMoose Incubation Checklist (http://wiki.osgeo.org/wiki/GeoMoose_Incubation_Checklist)

Thus far the checklist has proven useful, in directing email discussion for GeoMoose, I am not sure it is going to cause a ripple for GeoServer.
