[Incubator] projects in incubation

The recent fun and games updating the OSGeo website highlighted that we do not have an official list of projects in incubation (the wiki collects incubation documents but for projects that have not yet made progress like TEAM Engine there is nothing yet to show in a list). 

With that in mind I have updated the incubation page: http://www.osgeo.org/incubator

If I missed anyone please edit the page (or let me know). I considered listing the mentor next to each project, but it did not add much.
