[Incubator] Projects in Need of Mentor

I'm making good progress on Volume 12 of the Journal, which I hope to wrap
up by the end of the month. Do we have a project in need of a mentor during
incubation. I'm not a very good C or C++ programmer, but I could tackle
about anything else.

Let me know if I can start working with another incubation project.
