[Incubator] Motion to Move OTB Into Incubation

This is a formal motion to move OTB into OSGeo Incubation with myself as
the mentor. I confirmed this morning that the CeCILL license is OSI
approved, which was my last concern.

Please share your thoughts or comments or give me an up or down vote.

I'll check in on this process at the end of the day next Friday.
