[Incubator] Motion: Proposing Marble for OSGeo Graduation

we have seven positive votes from Cameron, Jody, Landon, Julien, Paul,
Steven and Arnulf and declare this motion passed (can I do that, do we
have quorum, do we have any rules in place?).
