[Incubator] proposal: update project status template

I propose we update our project status

the contents of the following draft:

* http://wiki.osgeo.org/wiki/Project_Status_Draft

Inspiration for change:
* We had the request to tone down the emphasis on use of system admin
committee resources from the initial
document<http://www.osgeo.org/incubator/process/statustemplate.html>
.
* Combine the original status
template<http://www.osgeo.org/incubator/process/statustemplate.html>and
evaluation
criteria <http://www.osgeo.org/incubator/process/evaluation.html> documents
* start of incubation for new projects distinct from the final
checklist<http://www.osgeo.org/incubator/process/project_graduation_checklist.html>
