[Incubator] motion: retire incubation checklist [SEC=UNCLASSIFIED]

There is no new checklist, this is removing one of the documents form our
incubation process.

BEFORE: status template (to help start), graduation checklist (to help
finish)
AFTER: graduation checklist (does it all)
