[Incubator] Recommend Graduation of Rasdaman from OSGeo Incubation

Jody,
For the record, I provided comprehensive review comments which I feel
need to be addressed before rasdaman should be considered ready for
incubation.
While I think rasdaman is close, I'm -1 on graduation until these
comments have been addressed.
