[Incubator] checking in with - CITE Team engine [SEC=UNCLASSIFIED]

OSGeo and LocationTech incubation are not incompatible (both foundations
are actually looking for slightly different things). Still until we get a
request to withdraw the project has still been accepted into incubation -
and is just missing in action (or missing in-action).
