[Incubator] Updating projects contact points

Sorry Jachym, guess I got the wrong impression - you asked about OSGeo
projects ... and they don't live on the incubation mailing list :) Indeed
projects in incubation may not have a steering committee yet.
Aside: I updated the contact details for GeoServer and GeoTools last week.
