[Incubator] thinking about incubation sprint

Just a clarification from off list - mentor is there to answer question
about how to go through incubation.
The Code Provenance Review
<http://www.osgeo.org/incubator/process/codereview.html> is an activity
performed by project volunteers (not the mentor).
