[Incubator] OGC CITE Test Engine, including on OSGeo-Live, OSGeo-Incubation

Hi Luis and Richard,
How are you progressing on OSGeo-Live incubation for CITE?
If you wish to make this release, we will need to submit an official 
application very soon - say within the next week. Is this possible?
