[Incubator] [Board] Incubation <s>nightmare</s> question

At the risk of butting in where I'm not wanted. There is a process 
documented here:

It seems like you have gotten through step 3 because you have a mentor 
assigned.

Step 4: The chairman of IncCom presents projects selected for Incubation 
to the OSGeo Board of Directors for acceptance or deferral.

seems like it could use some additional details, like how are projects 
selected to be presented to the board? I would assume (maybe wrongly) 
that the mentor asks for this to happen once they think the project as 
met enough of the steps to be approved.

We have a Graduation check list, maybe we also need a Acceptance check 
list? so it is clear what is required to be complete before being 
accepted. I think that this has generally been communicated between the 
mentor and the project in other situations.

In general, it is up to the project to take the lead and to drive the 
effort. The project should be asking the mentor what to we need to do? 
we did this, is it complete enough? What is the next step for us? etc. 
If a project is passively waiting, then I'm pretty sure nothing is 
happening.

There are lots of documents if you google: osgeo incubation process
but the problem seems to be a lack of communication between your project 
and your mentor that has lead to misaligned expectations.
