[Incubator] istSOS incubation take two

There is considerable potential for alternate SOS v2 implementations.

I had understood that this project was already in Incubation, and that Arnulf was awaiting feedback to his question from last year on the code provenance review. I had assumed that this was taken off-line.

If the project's language is primarily Italian, it will limit opportunities for collaboration.

The url at [1] in the application does not currently resolve.
