[Incubator] GeoNode Incubation Application

Ideally we are looking for someone from another project who know how we do
biz around here. I know people work on multiple projects so I am not sure
if it is an issue or not.

We really want to make sure there is a line of communication between the
project team and incubation. The mentor is going to make a judgement call
when things are ready. If you think that judgment call will be affected by
being on the team you can ask an external developer.
