[Incubator] MOTION: Accept GeoNode into incubation

+1 from me. From what is written in the application, and from what I've 
heard around the traps, GeoNode is an excellent candidate for OSGeo 
incubation. I wish the project and the people all the best in going 
through the incubation process.
