[Incubator] istSOS mentor change (request)

Hello Incubation Committee,

I have spoken directly with the istSOS team and Arnulf Christl and we 
would like to request to the Incubation Committee that the mentor change 
from Arnulf to myself.

I am not sure of the protocol for such a change, but I assume I should 
let everyone know here.
